With reference to paragraph 2 of your Despatch No. 254 of the 2nd ultimo, I have the honour to refer you to my Despatch No. 261 of the 18th of last July, in which the question at issue was fully discussed.
2. The competition between the Post Offices of the various nations concerned is becoming daily more severe, and the German Post Office at Shanghai has now at its head a Postmaster-General who has been sent out to control the whole German Administration in China.
In these circumstances I venture still to urge that if possible a contribution from the Imperial Post Office should be given to the amount named in my former Despatch No. 203 of the 3rd June last.
